The development of economics, and the thriving of ultramodern technology results in mankind, especially the young generation, immerses in the virtual world and ignores other surrounding values. Therefore, life skills education centers will assist the young generation, especially children, in broadening their horizons about the world and enhancing their essential skills. Besides, these centers also can support the young by having unique experiences and restraining children from approaching various high-tech gadgets.
This article will help companies, especially foreign-invested enterprises get profound insight and numerous regulations as well as fundamental and necessary conditions during operating life skills education.
1. What is “Lifeskills education”?
In accordance with Circular 04/2014/TT-BGDDDT of The Ministry of Education and Training guided about activities of life skills education which is known as education activities helping students create and develop various positive and wholesome habits, behaviors, attitudes in comporting themselves in personal life and taking part in social life. Thereby, they can hone their personality and orient their personal improvement based on life values.
2. Business registration lines
Before operating life skills education, companies need to register business lines “Other education not elsewhere classified (8559) – detail: Life skills education.
In case, companies do not operate life skills education activities at their headquarters address but conduct this profession at other places, these companies ought to establish more branches/business locations where they intend to run a company after completing adding business lines.
For foreign-invested organizations running education activities, according to the Schedule of Specific commitments WTO, Vietnam has opened its market and allowed foreign investors to operate education activities under code CPC 929.
Therefore, regarding life skills education, foreign-invested enterprises can register in this profession. Nonetheless, during the registration process of this profession, the licensing authorities will consider issues related to the business plan, operating method, operating scope, finance and personnel plan in order to assess and take them into account before approval.
3. Operation license required permission
After companies register business lines/establish branches/business locations mentioned in Item 2, enterprises need to apply for a license to operate life skills education at the Department of Education and Training in the province/city where they operate life skills education.
4. Basic conditions when appling for License of operating life skills education2
4.1. Facilities
- There are classrooms and function rooms that are well illuminated and satisfy school sanitation requirements as legally prescribed.
- Teaching equipment must be safe and fit for teaching contents, activities and age-related psychological characteristics of learners.
4.2. Teachers, presenters and coaches
- Fully meet health requirements
- Are of good moral character; are not facing disciplinary action in the form of warning or more severe sanction, or are not being prosecuted for penal liability.
- Have completed professional certificates in pedagogy majors; have a good command of related areas of life skills or other educational activities.
4.3. Syllabuses and curriculum documents
Syllabuses and curriculum documents circulated or approved by the Ministry of Education and Training should be provided in full. If they are selected or created autonomously, they must be approved by competent licensing or certification agencies stated in Article 7 and Article 8 of the Circular 04/2014/TT-BGDĐT; must meet the requirements, convey information tailored to traditional customs and values of Vietnam, and not challenge legislation.
5. Other notable issues after granting License for operating lifeskills education
- Report to the Department of Education and publicly notify learners 10 days before the date of suspension or termination of activities. Simultaneously, enterprises must refund the money collected from learners corresponding to the contents and duration that have not been implemented due to suspension or termination of activities.
- Retain and keep custody of documents and records, including dossiers on grant of licenses; list of teachers, trainers or instructors; list of trainees or learners; lesson plans or curriculum documents; financial records according to current regulations.
- When providing educational activities, it is necessary to ensure safety for human life and protect legitimate mental and material rights for learners and teachers; at the same time, bear responsibility for assuring the benefits of participating in risk insurance for learners.
- Submit reports in full at the request of educational regulatory authorities.
