- Handling land boundary changes: In cases where land area has increased due to parcel consolidation or transfer (but procedures were not completed before the Decree took effect), the entire land area—both original and newly acquired—will be certified in the LURC. The land registration office must update information for the transferor accordingly.
- Simplified procedures for initial issuance and reissuance of LURCs: The Decree introduces standard forms (e.g., Form ĐK 11), allows submission at the Ministry of Natural Resources and Environment or local land registration offices, and specifies procedures for reissuing lost LURCs, including file review, map checks, commune-level verification, and public posting.
- Transition to digital services: Land registration and LURC issuance can now be carried out through the National Public Service Portal or provincial e-portals. The Decree governs online transactions, verification, fee payment, withdrawal, and issuance of new LURCs.
- National land data system: Land data (cadastral maps, LURCs, land changes) must be centralized, regularly updated, accessible, and publicly available online to support transparency and digital governance.
