Guidelines for establishing electronic identification accounts for organizations

Legal Basis 

  • Decree No. 69/2024/ND-CP on Electronic Identification and Authentication. 

In the digital age, government agencies and organizations increasingly rely on online platforms to carry out administrative procedures and conduct transactions. Pursuant to Clause 4, Article 40 of Decree No. 69/2024/ND-CP, existing accounts issued by the National Public Service Portal and the administrative procedure information systems at all levels shall remain valid until June 30, 2025. Accordingly, from July 1, 2025, to perform administrative procedures and access public administrative services in the electronic environment, organizations are required to use electronic identification accounts. 

Establishing an electronic identification account for an organization not only streamlines the process of carrying out online procedures and transactions but also enhances security and fosters digital transformation. This article provides detailed guidance on the process for creating an electronic identification account for an organization.

I. Benefits of an Electronic Identification Account for Organizations:

  • Time and Cost Efficiency: Facilitates the completion of procedures online, reducing the need for physical travel and document printing.
  • Enhanced Security: Electronic identity authentication minimizes the risk of impersonation in transactions. 
  • Convenient Management: Simplifies information management and execution of online operations. 

II. Eligible Entities and Registration Conditions:

  • Eligible Entities: Organizations legally established and operating in Vietnam. 
  • Conditions: The legal representative or head of the organization must possess a Level-2 electronic identification account and have access to an internet-connected smart device. 

III. Procedure for Registering an Electronic Identification Account for Organizations: 

The registration process must be carried out by an individual authorized by the legal representative or head of the organization. Registration can be conducted either via the National Identification Application or in person at the Public Security Authority, following these steps: 

Step 1: Prepare and Submit the Application 

(*) If registering via the National Identification Application: 

The authorized individual shall provide the necessary information as guided and submit a request to establish an electronic identification account for the organization via the National Identification Application, with the prior consent of all other legal representatives (if any). 

Required information includes: 

  • Type of organization 
  • Name of organization 
  • Enterprise code 
  • Electronic identification code of the organization
  • Date of establishment 
  • Organization’s logo 
  • If the authorized representative is registering, additional information must be provided: full name and personal identification number of the legal representative or head of the organization. 

(*) If registering in person at the Public Security Authority: 

The authorized individual shall prepare and submit the following documents to the electronic identification and authentication management authority or to the identity card management authority at a convenient location: 

  • Request Form for Issuance of Electronic Identification Account for Organizations (Form TK02 as prescribed in Decree 69/2024/ND-CP) 
  • Authorization document (if the applicant is not the legal representative) 
  • Legal representative’s identification documents: 
  • For Vietnamese nationals: a valid Citizen Identity Card (CIC) or National ID Card (certified copy or digitally authenticated copy) 
  • For foreigners: a valid passport or equivalent travel document and valid temporary/permanent residence card (certified copy or digitally authenticated copy) 

 Step 2: Application Review and Account Issuance 

The Public Security Authority shall review the submitted application. If the application is valid: 

  • Within 3 working days, if the organization’s information exists in national or sectoral databases 
  • Within 15 working days, if the organization’s information must be verified due to absence from existing databases
  • — the electronic identification account will be established. Account credentials (username, activation instructions) will be provided directly or via the registered email address. 

Step 3: Account Activation 

The account must be activated within 7 days from the date of receiving the issuance notification. After this period, if the account remains inactive, the identity subject must contact the electronic identification and authentication authority via the designated support hotline to activate the account. 

IV. Use of the Organization’s Electronic Identification Account:

Once activated, the organization may use the electronic identification account to access features and utilities on the National Identification Application, the electronic identification portal at dinhdanhdientu.gov.vn or vneid.gov.vn, and other utilities on applications, software of connected agencies, organizations, or individuals integrated with the electronic identification and authentication system.
