1. Scope of Application

This Circular applies to textile products before being placed on the Vietnamese market.

Not applicable to samples, temporary imports, untreated fabric, or fabric used for further processing.
2. Limits on Restricted Substances

Formaldehyde content:
-
≤ 30 mg/kg for products intended for children under 36 months
-
≤ 75 mg/kg for products in direct contact with skin
-
≤ 300 mg/kg for products not in direct contact with skin

Aromatic amines (derived from azo dyes): Each substance must not exceed 30 mg/kg
3. Effective Date

Promulgated on October 23, 2017, originally effective from May 1, 2018

Under Circular 07/2018/TT-BCT, the effective date was postponed to January 1, 2019
4. Declaration of Conformity Required
Before being sold on the Vietnamese market, textile products must undergo a declaration of conformity, which can be:

Self-declaration, if the producer has sufficient testing and assessment capability; or

Third-party declaration, based on certification or verification by designated/accredited bodies
