On May 4, 2025, the Politburo issued Resolution 68-NQ/TW, identifying the private sector as the most important driving force of the economy. The Resolution sets a target of reaching 2 million enterprises by 2030, with at least 20 large Vietnamese enterprises participating in global value chains, and becoming regional leaders in labor productivity and digital transformation within ASEAN.
Looking ahead to 2045, the goal is to have 3 million enterprises, contributing over 60% of the country’s GDP. To achieve this, the State is required to adopt a new mindset, improve the legal framework, and ensure an equitable business environment—particularly in access to capital, land, technology, and high-quality human resources.
The Resolution also emphasizes removing institutional, financial, and land-related obstacles; shifting from pre-approval to post-inspection mechanisms; and clearly distinguishing the legal liability of individuals and legal entities. These reforms aim to foster trust and unlock breakthrough development in Vietnam’s private sector.
