Resolution No. 52-NQ/TW, issued by the Politburo on September 27, 2019, outlines the orientations and policies for Vietnam to proactively participate in the Fourth Industrial Revolution. This resolution aims to leverage opportunities and address challenges arising from digital transformation, with the following key goals by 2025:
- Promote digital transformation and complete digital infrastructure, ensuring broadband coverage in 100% of communes;
- Maintain a position among the top 3 ASEAN countries in innovation;
- Digital economy to account for around 20% of GDP, with labor productivity growth exceeding 7% per year;
- Develop three smart cities and be among the top 4 ASEAN countries in e-government.
The resolution also proposes a series of solutions, including: reforming thinking and institutions; improving the legal framework for the digital economy—covering e-commerce, data, electronic payments, and intellectual property protection; providing financial support; promoting international cooperation; piloting new models; and preventing negative impacts of the Fourth Industrial Revolution.
