1. Expanded scope of regulation:
The Law expands its scope to cover new services such as basic internet-based telecommunications services (OTT), telecommunications intermediary services, cloud computing services, data center services, and other essential digital infrastructure.
2. Management of infrastructure and telecom resources:
- Tightens regulations on infrastructure sharing to prevent redundant investment and encourages shared use of telecom facilities.
- Strengthens the management of frequency spectrum, numbering resources, domain names, and geographic data to ensure cybersecurity and safety.
3. New services subject to registration and supervision:
Services such as cloud computing, OTT, and data centers must be registered and comply with regulations on security, privacy, data storage, and data sharing when provided to the Vietnamese market.
4. Flexible, innovation-driven regulatory approach:
The Law adopts a risk-based, flexible, and innovation-promoting regulatory model, creating favorable conditions for tech businesses to grow while maintaining effective state management over telecommunications, data, and cyberspace.
5. Consumer protection and personal data privacy:
Clearly defines the responsibilities of telecom service providers in protecting personal data and subscriber information, combating spam messages and calls, and ensuring service quality.
