1. State Policies on IT
- Prioritizes the application and development of IT in national industrialization and modernization.
- Encourages investment in IT; facilitates the development of national information infrastructure.
- Provides incentives for IT activities in rural, remote, border, and island areas, and for disadvantaged groups (ethnic minorities, the disabled, etc.).
2. State Management of IT
- The Government exercises unified state management of IT.
- The Ministry of Post and Telecommunications (now the Ministry of Information and Communications) is responsible for coordination and implementation.
- Provincial-level People’s Committees oversee local IT management.
3. Rights and Obligations of Organizations and Individuals
- Organizations and individuals have the right to access, exchange, and use digital information; to research, develop, and produce IT products; and to digitize and enhance the value of information resources.
- They are also responsible for the content they create and share in digital environments.
4. Development of the IT Industry
- The State encourages R&D of IT products to support socio-economic development, national defense, and security.
- Budget is allocated to software development projects and IT research in universities and institutes.
5. Development of IT Human Resources
- The State promotes expansion and quality improvement of IT education and training.
- Encourages the establishment of IT training institutions under the law.
6. Measures to Ensure IT Application and Development
- Develops national information infrastructure.
- Treats public IT investment as development investment.
- Allocates budget for IT applications such as digital literacy, digital content, national databases, and human resources development.
