Law on Denunciations 2018 stipulates the rights and obligations of whistleblowers; principles, procedures, and processes for resolving denunciations; and the responsibilities of agencies, organizations, and individuals in handling denunciations.
The Law allows citizens to denounce illegal acts committed by officials, public servants, and employees during the performance of their duties, as well as violations of state management laws in various sectors. Denunciations must be submitted in writing or made directly to competent authorities; anonymous denunciations are not accepted.
The Law also outlines a two-tier process for resolving denunciations (initial handling and a second review if the whistleblower disagrees with the first outcome), sets clear deadlines, includes measures to protect whistleblowers, defines the responsibilities of relevant authorities, and imposes penalties for abuse of denunciation rights. The Law took effect on January 1, 2019.
