Law on Complaints 2011 regulates the procedures for filing and resolving complaints against administrative decisions, administrative acts, and disciplinary actions against officials and public employees. It ensures the right of individuals and organizations to lodge complaints when their lawful rights and interests are infringed upon by decisions or actions of state agencies or competent persons.
The Law establishes a two-level complaint resolution process: the first level (handled by the person or agency that issued the administrative decision or committed the administrative act) and the second level (handled by the immediate superior authority). Complainants may authorize others to act on their behalf. If unsatisfied with the resolution at the second level, they may initiate a lawsuit in court. The statute of limitations for filing a complaint is 90 days from the date the complainant receives or becomes aware of the decision or act being challenged.
Additionally, the Law clearly defines the responsibilities of complaint-resolving authorities to ensure transparency, objectivity, and compliance with legal regulations.
