Decree No. 69/2018/ND-CP on guidelines for the law on foreign trade management

Decree No. 69/2018/ND-CP, issued on May 15, 2018, provides detailed regulations on the Law on Foreign Trade Management, governing activities such as export, import, temporary import for re-export, cross-border trading, and goods in transit. The Decree affirms the right of Vietnamese traders to freely conduct export and import activities, while clearly stipulating the conditions and procedures for licensing goods subject to bans, restrictions, or specialized management. It also requires enterprises to make security deposits and meet warehouse and yard requirements for conditional temporary import and re-export activities. This is a key legal instrument aimed at enhancing transparency and efficiency in foreign trade management.
