1. Self-Declaration of Products
Organizations and individuals engaged in food production and trading may carry out self-declaration for products such as:

Pre-packaged processed foods

Food additives
-
Food processing aids
-
Food containers and packaging materials in direct contact with food
The self-declaration is made by publicizing the product on mass media, the company’s website, or by posting it at their premises. After self-declaration, the product can be manufactured and sold, and the entity shall take full responsibility for its safety.
2. Registration of Product Declarations
The following products must undergo product declaration registration with competent authorities:

Health supplements
-
Medical nutrition foods
-
Special dietary-use foods
-
Nutritional products for children up to 36 months of age

Mixed food additives with new uses or not listed in the permitted lists
3. Other Key Provisions

Food labeling: Must comply with labeling regulations regarding content and format.

Food advertising: Must reflect the true nature, use, and effects of the product as declared.

Traceability: Entities must carry out traceability procedures if food safety violations are detected.

State management responsibilities: Clearly defines the roles of the Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Industry and Trade, and People’s Committees at all levels in food safety management.
