Decree No. 111/2021/ND-CP (effective from February 15, 2022) amends and supplements certain provisions of Decree No. 43/2017/ND-CP on goods labeling. This Decree clarifies and simplifies labeling regulations, including:

Supplementing detailed provisions on indicating the origin of goods, allowing the use of phrases such as “Produced in”, “Manufactured in”, “Country of production”, etc.

Permitting certain label contents to be shown via QR codes, while mandatory information must still be presented in text.

Adjusting the regulations on the responsible entity for labeling, especially for imported goods and processing-for-export cases.

Providing transitional provisions for goods produced, circulated, or labeled before the Decree takes effect.
The purpose of the Decree is to facilitate trade, reduce compliance costs for businesses, and ensure consumer protection.
