Decision No. 749/QĐ-TTg, issued by the Prime Minister on June 3, 2020, approves the National Digital Transformation Program to 2025, with an orientation toward 2030, with dual goals: (1) developing a digital government, digital economy, and digital society; and (2) fostering Vietnamese digital technology enterprises capable of competing regionally and globally.
Key targets by 2025 include:
- Vietnam to be among the top 70 countries in e-Government;
- The digital economy to account for approximately 20% of GDP;
- 80% of public services at level 4 to be delivered online;
- 100% of administrative documents at ministerial and provincial levels to be processed in a digital environment;
- Each citizen to have a digital ID and an electronic payment account.
By 2030, the orientation is for Vietnam to be in the top 50 countries in e-Government, with the digital economy contributing around 30% of GDP.
The Program focuses on three key pillars: digital government, digital economy, and digital society, and prioritizes eight sectors for digital transformation: healthcare, education, finance-banking, agriculture, transportation, energy, natural resources and environment, and manufacturing and processing industries.
