Circular No. 19/2024/TT-NHNN amendments to circular No. 08/2023/TT-NHNN dated June 30, 2023 of governor of the State bank of Vietnam prescribing eligibility requirements for foreign loans without government’s guarantee

Circular No. 19/2024/TT-NHNN, issued on June 28, 2024 and effective from July 1, 2024, amends Circular No. 08/2023/TT-NHNN on conditions for foreign borrowing without government guarantee. This Circular supplements provisions allowing enterprises to borrow foreign loans to settle deferred payment import contracts, excludes medium- and long-term foreign loans in the form of goods from the debt limit calculation, expands borrowing purposes (including supplementing credit sources and restructuring debts), and adjusts regulations on the timing of loan agreement signing and short-term borrowing limits.
