Circular No. 12/2014/TT-NHNN, issued by the State Bank of Vietnam on March 31, 2014 and effective from May 15, 2014, sets out the conditions for foreign borrowing by enterprises not guaranteed by the Government. This Circular has been replaced by Circular No. 08/2023/TT-NHNN as of August 15, 2023.
