Foreign language training programs, training institutions, and learners within the national education system shall apply the Vietnamese Six-Level Foreign Language Proficiency Framework from March 16, 2014.
The Vietnamese Foreign Language Proficiency Framework is developed based on references to and the application of the Common European Framework of Reference for Languages (CEFR) and several English proficiency frameworks from other countries, in combination with the actual conditions of foreign language teaching, learning, and use in Vietnam.
The framework is divided into three levels (Elementary, Intermediate, and Advanced) and six proficiency levels, covering the four skills of listening, speaking, reading, and writing.
This is a new provision set out in Circular No. 01/2014/TT-BGDĐT on the Vietnamese Six-Level Foreign Language Proficiency Framework.
