Announcement of electronic identification for foreigners at the immigration office of HCMC

According to Decree No.69/2024/ND-CP dated June 25th, 2024 issued by the Government on electronic identification  and authentication, Apolat Legal hereby respectfully informs our Clients of the procedures for foreigners to register for electronic identification (“e-ID”) accounts at the Immigration Office of Ho Chi Minh City as follows:

I. Procedure for e-ID account registration for foreigners

Currently, the e-ID account registration for foreigners is now being implemented at the the Immigration Office of Ho Chi Minh City. Accordingly, foreigners should carefully review the following requirements before visiting the authority to carry out the registration:

1.1 Address for e-ID registration:

  • Name of authority: The Immigration Office of Ho Chi Minh City;
  • Address: No. 196 Nguyen Thi Minh Khai street, Ward 6, District 3, Ho Chi Minh City, Vietnam.

1.2 Required documents:

i. Original and valid passport of foreigner;

ii. Original and valid Temporary Residence Card (“TRC”) or Permanent Residence Card;

iii. Phone number registered under the foreigner’s name; (Verify ownership before visiting the authority by sending an SMS with the format: TTTB [Passport Number] to 1414);

iv. Personal email address of foreigner.

1.3 Procedure for SIM card registration and phone number under the foreigner’s name:

Foreigner can register SIM card and phone number under their own name at the stores of mobile network providers such as Viettel, Mobifone, etc.

To register, foreigner is required to present their original, valid passport. In the event of authorization, a valid Power of Attorney (POA) is required.

1.4 Steps to carry out the e-ID account registration procedure at the Immigration Office of Ho Chi Minh City:

Step 1. Foreigner obtains a queue number for photography at the designated photography registration area. (The fee is approximately VND 30,000 per person.)

Step 2. Foreigner obtains a queue number at Counter No.0 (located at the end of the authority’s hallway).

Step 3. Foreigner fills in the required information, including temporary residence address, registered phone number, and personal email address, on the queue slip as instructed by the officer.

Step 4. When called, the officer will input the applicant’s information into the system, capture the foreigner’s fingerprints, and print Form TK01.

Step 5. Foreigner verifies the information on Form TK01, signs for confirmation, and submits it to the officer.

After the procedure is completed, the result will be sent via the registered phone number and email.

1.5 Processing Time and Result Notification Method:

– Processing time: 03 – 07 working days;

– Result notification: via the registered phone number and email address.

II. Announcement of eID Registration for Organizations and Enterprises

Once the personal eID registration is completed, the foreign legal representative may proceed with the e-ID registration for agencies and organizations.

III. Notable points regarding enterprises whose legal representative is a foreigner not having a Temporary Residence Card (“TRC”)

As the TRC is one of the mandatory conditions for e-ID account registration, foreign nationals are advised to promptly carry out the procedures for obtaining a TRC. While waiting for the TRC to be issued, the enterprise may consider alternative solutions.

Step 1. Registration for the addition of a second legal representative who is a Vietnamese citizen holding one of the following positions: Deputy Director, Chief Executive Officer, Head of specialized departments, or other management job titles.

Step 2. Register for e-ID account for the enterprise through the VNeID account of the Vietnamese legal representative.

Step 3. After the foreigner is granted a TRC, carry out the registration of the e-ID account for the foreigner.

Step 4. Register for the addition of the foreign national as a member to the enterprise’s VNeID account.

Step 5. Register of the removal of the second legal representative who is Vietnamese from the Enterprise Registration Certificate (if needed).

The information in this notice is updated as of June 27th, 2025. Certain procedures or methods for e-ID account registration may be subject to change after this date. For clients located in other provinces or cities, please contact the Immigration Office of the province/city where the company’s head office is located for accurate procedural guidance.
