Circular No. 173/2016/TT-BTC was issued by the Ministry of Finance on October 28, 2016, amending and supplementing the first paragraph of Clause 3, Article 15 of Circular No. 219/2013/TT-BTC dated December 31, 2013, of the Ministry of Finance (as amended and supplemented by Circulars No. 119/2014/TT-BTC, No. 151/2014/TT-BTC, and No. 26/2015/TT-BTC). This Circular took effect on December 15, 2016.
